SAN ANDREAS POLICE DEPARTMENT
ADMINISTRATIVE DECREE #0001

Members of the Detective Bureau may, until further notice, be a member of the Special Weapons and Tactics division of the San Andreas Police Department. This is due to a disproportional number of personnel within the division which poses a threat to safety. Applicants must still follow normal guidelines and should follow the SWAT School as normal.

This is no longer active as of 11th August 2023.

SAN ANDREAS POLICE DEPARTMENT
ADMINISTRATIVE DECREE #0002

Due to the recent terrorist attacks towards the San Andreas Police Department personnel, there have been made few temporary changes in the regulations, which are the following:

1. The M4 assault rifle is now recognised as standard weaponry which was previously recognised as heavy weaponry.
2. The M4 assault rifle can be used without abiding to heavy weapon regulations ONLY against the terrorist organization.
3. S.W.A.T. personnel may now carry Sniper rifle at any time, however heavy weapon regulations still apply.
4. S.A.P.D. should not carry more than 200 M4 at any time, unless granted permission from Command Officers.
5. S.W.A.T. is not bound to follow the heavy weapon regulations.

Note: Those changes only apply against the terrorist organization called San Andreas Liberation Bridge.

SAN ANDREAS POLICE DEPARTMENT
ADMINISTRATIVE DECREE #0003

The Special Weapons and Tactics division may deploy heavy vehicles under callsign RAPEATOR using one of the following vehicles: Hydra, Hunter, Rhino. This is limited to SWAT leadership only, and must only be deployed on the militia. Requests for usage must be authorized by the federal government, and requests can be made through e-mail (( either here or Discord )). All usage logs must be documented in the operation report.

A proper request must be made, and usage of these vehicles without authorization will result in punishments (( could be administrative too )).

Do not use these vehicles in civilian areas.

SAN ANDREAS POLICE DEPARTMENT
ADMINISTRATIVE DECREE #0004

Effective immediately, we are implementing the following changes:

CSD Closure: The Crime Suppression Division (CSD) will be temporarily closed. This decision has been made after careful consideration of the current situation and the need to allocate our resources more efficiently.

SWAT Deployment Restriction: The deployment of our Special Weapons and Tactics (SWAT) unit will be restricted to specific scenarios. SWAT will only be deployed in the following situations:

a. Heavy Weapons Use: When there is credible intelligence or visual confirmation that criminals are using heavy weapons, SWAT will be authorized for deployment.

b. Barricaded Individuals: SWAT may also be deployed in cases where criminals have barricaded themselves in a location, posing a significant threat to public safety, and regular police forces are unable to safely resolve the situation.

ADMINISTRATIVE DECREE #0005

For Detectives to become part of Supervisory Staff of SAPD (no matter what their rank in the Bureau is), they must have approval of DB Commanding Officer or above - this is to ensure that the said persons have enough skills and willingness to execute supervisory duties out of their Bureau.

Detective II+ still remains as a supervisory position within the Bureau though (such as Team Leader in S.W.A.T.).

Effective from 02/10/2023 until further notice.

2. The M4 assault rifle can be used ONLY if the suspects is using one of the Heavy Weaponry listed (M4, AK47, Country Rifle, Sniper Rifle, RPG) or outnumbered in certain situation.
3. S.W.A.T. personnel may now carry Sniper rifle at any time, however heavy weapon regulations still apply.
4. S.A.P.D. should not carry more than 200 M4 at any time, unless granted permission from Command Officers.

ADMINISTRATIVE DECREE #0007

This administrative decree is issued to establish a protocol governing undercover duties for officers within department.

The decree is as follows:

1. Unmarked patrol with plain clothes and badge shown

Supervisors of the San Andreas Police Department may head undercover with formal clothing, a visible vest declaring that they are within police and a badge on the belt or chain badge without meeting the minimum on duty presence as long as they have permission from a Command Officer.

2. Minimum On-Duty Presence

For Supervisors for the San Andreas Police Department to go undercover with their badges hidden, there must be a minimum of eight (8) marked on-duty police officers (excluding themselves) present performing regular duty.

3. Post-Undercover Report

Upon the completion of the officers' undercover duty (excluding plain clothes patrol), officers involved must submit a short report to the Command Officers in their respective channels.

The report shall include details of the operation, the amount of marked on duty cops, and the outcomes.

4. Compliance

Failure to adhere to the protocols outlined in this decree may result in disciplinary action from suspension to termination.

This is no longer active as of 8th of January 2024.

ADMINISTRATIVE DECREE #0008

This administrative decree serves a purpose for eligibility of San Andreas Police Department's police officers to join Federal Bureau of Investigation's Hostage Rescue Team while actively being a part of SAPD.

Following a thorough analysis of our internal procedures, it has been decided that SAPD personnel cannot continue to hold official positions in the San Andreas Police Department while actively participating in the FBI HRT. The integrity, privacy, and operational efficacy of the FBI and SAPD are the major considerations in this choice.

Thus, with immediate effect, any member of the SAPD who wishes to work for the FBI as a CID or HRT must leave their existing role in the San Andreas Police Department in order to begin the application process with the Federal Bureau of Investigation. Our dedication to avoiding conflicts of interest, protecting the privacy of sensitive data, and maintaining the professionalism of our officers is reflected in this requirement.

(( This Administrative Decree is enforced In-Character and Out-of-Character both. You are not allowed to have a second character directly employed, or your primary character can not be employed under Federal Bureau of Investigation due to previous reasons that were stated. ))

ADMINISTRATIVE DECREE #0009

This administrative decree serves a purpose for eligibility of San Andreas Police Department's police officers to execute Undercover Operations and/or plain-clothes duties.

Going after a refurbishment on our department hierarchy recently, and after adding the following ranks: Police Detective I, Police Detective II, Police Detective III under the classification of Police Detectives, we have decided to remove our regular officers' access to such operations, as this will be exclusive for our detectives only.

This meaning that, any undercover operations, plain-clothes duties executed must be done by Police Detectives and Command Officers assigned to the Detective Bureau. This administrative decree also includes any gear that can be relatively included such as unmarked vehicles.

Thus, with immediate effect, all members of the San Andreas Police Department must abide with this new administrative decree and understand that previous Administrative Decree, numbered #0007 is no longer effective due to regulations being amended by this administrative decree.

Keep in mind that Staff Officers are exempt from this Administrative Decree.
