REINSTATEMENT OF THE FEDERAL BUREAU OF INVESTIGATION
In recognition of the paramount importance of national security, public safety, and the enforcement of federal laws, it is imperative to ensure the operational readiness and effectiveness of our federal law enforcement agencies. The Federal Bureau of Investigation (FBI) and its specialized unit, the Hostage Rescue Team (HRT), have historically played crucial roles in addressing and mitigating threats to our nation. Therefore, in the interest of safeguarding the American people and upholding the rule of law, the following decree is issued to reinstate and enhance the capabilities of the FBI and HRT.
Article I: Reinstatement of the FBI
This decree shall take effect immediately upon its issuance and shall remain in force until amended or rescinded by subsequent executive action or legislation.

Article I: Reinstatement of the FBI
- The FBI is hereby reinstated to full operational status with original powers, duties and responsibilities as defined in federal law
- Funding allocations will be given by the US Congress appropriations for personnel, technology and training
- The FBI will operate alongside the SAPD, although at a federal jurisdiction with mandates encompassing counterterrorism, counterintelligence, cybercrime, corruption and misuse of public office, civil rights, organised crime, white-collar crime and other federal law violations
- The HRT is hereby reinstated to full operational status with original powers, duties and responsibilities as defined in federal law
- Funding allocations will be given by the US Congress appropriations for personnel, technology and training
- The HRT will operate often with a degree of autonomy, although collaboration with state-level departments and divisions are advised. The HRT will only be used for rapid deployment and decision-making during critical incidents while communicating well with other relevant departments and agencies.
- FBI and HRT will be monitored and assessed on their effectiveness and ability to stick to the terms outlined
- Warrants must be cleared for execution by an unbiased District Judge from the Court
