2.1.1 DUTY TYPES:
Marked - Officers on active duty wearing the OFFICIAL uniform.
Unmarked/Undercover - Detectives on active duty that are wearing plain-clothes
Special - Officers that are deployed for tactical or special purposes, such as SWAT.

Marked officers are to follow the Police Manual at all times.

2.1.2 GENERAL REGULATIONS
  • Abide State & Federal Law.
  • Follow Department Manual & Rules.
  • Drive marked vehicles and use the appropriate uniform.
  • Equip yourself properly with the appropriate equipment.
  • Respect everyone within the Department and the community.
  • Obey orders given by higher ranks of the Department.
  • Enforce laws already written and shall not make any laws by themselves or adhere to abusing their badge for personal gain.
  • Officers may only use their lethal weapons in time of emergency situations and must always resort to non lethal force at all times unless the situation does not permit it.
  • Employees must always use duty marked vehicles for normal patrol, personal vehicles shall not be used.
  • Employees must always show their badge when asked.
(( 2.1.3 CORRUPTION ))

The department wants to maintain a professional image and therefore we have chosen to OOCly restrict the boundaries of IC corruption. All deputies that want to become corrupt are required to notify the High Command Team to avoid having everyone in the department corrupted. It's important that you do not roleplay to be corrupted just to be corrupted, make sure you have an actual roleplay reason. Only minor corruption will be allowed and if persons are caught breaching the OOC corruption rules, they will be terminated from the department.

When people have corruption permission and get caught ICly, they will be discharged through an In Character manner. If the roleplay of the officer was sufficient he will be offered to name change and will be able to continue in the department. To receive this chance to be able and remain in the department, you'll have to prove that you roleplayed your corruption detailed enough.

While being in the Police Department, you can not use information gained from your Law Enforcement Account on another (criminal) account as this is considered metagaming. Taking any kind of weaponry from the locker with the intention of selling it or giving it to a third party (either intentional or through (staged) robbery) is strictly not allowed and is seen as abuse from the server's point of view.

Gang relations
As a member of the San Andreas Police Department, you may not be directly affiliated with a gang or any other group with criminal intent. Only classified informants, which are to be appointed by the SAPD Staff Officers team and Chief of the Detective Bureau, are allowed to have indirect gang affiliations when, for example, gathering intelligence.

Intentionally performing certain actions or intentionally not performing certain actions which are in favor of gangs, gang members or other groups with criminal intent, is considered corruption. If this is done without prior approval, this will be considered as OOC corruption and you will be discharged from the department.

Faction relations
It is not allowed to be affiliated with any other official faction while being in the San Andreas Police Department on the same character.

Alternative accounts
Everyone is free to create an alternative account and to join any faction or gang without prior approval. In order to protect our interests, there are some rules to abide by.

If you are a faction member, you will have to spend at least 50% of your time playing on your San Andreas Police Department character.


Other
If you are a staff member and you are involved in an active situation, a Tactical situation or any other situation that requires your time, it takes priority over your staff duties if there is at one or more staff members are online. The reason for this rule is to ensure high quality, uninterrupted roleplay as well as the fact that you will not hinder the immersion of your fellow members. If you are required to carry out your staff duties, go off duty.
2.2.1 GENERAL INFORMATION

SAPD employees are required to wear a uniform to set apart from regular citizens. Officers shall report for duty in their respected uniforms with the equipment given by the Department, Uniform restrictions do not apply for Detectives.

The Uniform should contain: clearly visible badge and nameplate on the chest, rank insignia on the right upper arm and a bodycam.

NOTE: Command Officer+ are allowed to wear plain clothes on duty with badge ON.
2.3.1 GENERAL RULES
Personal vehicles are not to be used when performing duties. Only exceptions to this are the Detectives working undercover for the Detective Bureau which may need a personal non LEA vehicle to bind in with the environment.

2.3.2 SPEED LIMITS & EMERGENCY DRIVING
  • Whenever you are not in an emergency (Code 2), you must abide by the speed limit.
  • Whenever you are in an emergency (Code 3), you shall bypass all traffic laws but yet drive carefully.
  • The speed limit in cities is 100km/h.
  • The speed limit in highways is unlimited.
Whenever you are IN AN emergency, you are to ignore the speed limits, however you must drive sensibly and with sirens on to indicate that you are in an emergency, it's forbidden to drive on the wrong side of a road (unless a pursuit takes you there) Do note a pursuit intervention technique(PIT) must NOT be executed while being in a populated area.

2.3.3 DEPARTMENT FLEET
Vehicles mentioned in this section are subject to change at any given time. Bureau vehicles are up to the CO to decide.

2.3.4 VEHICLE RESTRICTION
  • Marked SAPD vehicles can be used by any Police Officers+.
  • FBI Rancher may ONLY be deployed for high risk situation.
  • Unmarked Sultan, Premier and Buffalo in LSPD Garage #1 are restricted for Police Supervisors+

2.3.5 HIGH SPEED VEHICLES
  • You can deploy High Speed Fleet when there's a suspect using HSV in chase, any other officers may use them when given permissions by a Sergeant+.

2.4.1 GENERAL INFORMATION
Vehicle pursuit occurs when an officer signals for a vehicle to pull over an the vehicle fails to do so. It usually occurs when a suspect is trying to evade the police.

2.4.2 RADIO USAGE

When updating a pursuit, make sure to state the following upon initiating a pursuit; vehicle model, color, plates, and how many occupants, and the location the vehicle is headed towards with directions.

2.4.3 RADIO UPDATES

The lead unit in the pursuit usually updates the pursuit, however if there is an AIR unit responding, they can take over updates. Always report the location and the vehicles information every short while. When the suspect drives in the incorrect lane, you may follow them if necessary but drive with caution and look at your surroundings before pulling any move. ONLY LEAD UNIT MAY DRIVE IN THE INCORRECT LANE.

2.4.4 OVERTAKING

When in pursuit, you are not allowed to overtake any unit unless said unit gives you permission to do so, or if they crash or have to pull out from the pursuit.

2.4.5 PURSUIT INTERVENTION TECHNIQUE

The pursuit intervention technique can be performed by the main pursuit unit. This technique is used to reduce the suspects speed and allow the pursuing officers to overtake and block the suspect. You may NOT perform this technique these events happen to occur;

• If you’re approaching a tight road occupied with traffic or in a residential busy area.
• If you do not have backup units to take over should you crash.

After performing the PIT, should it be successful, the suspect gets apprehended. If not, you may rejoin the pursuit line as the last unit.

2.5.1 STANDARD WEAPONRY

Every officer is responsible for every bullet they fire, and may face up to criminal charges if any breach or misuse of the weapon regulations or the force levels is found.

The following is a list of the standard equipment an officer should have;
  • Body armor
  • Standard issued Deagle
  • Shotgun
  • MP5
  • Taser
  • Baton
  • Flashlight
2.5.2 SPECIAL WEAPONRY

The following is a list of what a member of a specialized division or an officer in a special situation that require exclusive permissions from the tactical team on scene.
  • M4 (Heavy Weaponry)
  • Sniper Rifles (Heavy Weaponry)
  • RPG
  • Grenades
Heavy Weaponry can be equipped and used if:
  • The police units are outnumbered in the situation and is to be unequipped right after said situation concludes;
  • Criminals themselves are armed with such weaponry;

2.6.1 USAGE OF FORCE
The use of force progression illustrates the level of force an officer is authorized to use depending on the severity of the situation they are facing.

LEVEL ONE: COOPERATIVE

In this level, the suspect is calm and following the orders given by the police, no lethal force shall be used. Suspect should have his hands up at all times.

LEVEL TWO: NON COOPERATIVE

In this level, the suspect refuses to comply with the officers on scene, wasting time to try to find an escape, Night sticks, pepper spray, beanbag or taser may be deployed but not fired until suspect shows aggressive movement.

LEVEL THREE: RESISTANT

In this level, the suspect refuses to comply with the officers attempts to detain them, they use physical methods to try to break free. In this instance, officers may utilize their pepper spray and night stick, and their last resort would be their beanbag and tasers.

LEVEL FOUR: INTENT TO HARM

In this level, the suspects behavior is aggressive, and possibly is armed and dangerous, refuses to comply to the officers on scene. In this instance, officers may utilize their firearms and fire them to protect; this includes but isn't limited to, themselves, and the public.


Breaching or improper use of the force levels can endanger lives and will result in disciplinary action that could lead to termination or criminal charges, officers' goals at all times is to deescalate the situation and detain the suspects with little to no harm.

When apprehending a suspect, you should always remain calm and do the following ( This brief explanation speaks about only the Level one of Usage of Force) ;
  • Ask the suspect to remain calm and raise their hands.
    Try to wrestle the suspect and restrain them if they keep on being uncompliant.
    Once you apprehend them, search their body for any items and ID.
    Detain them.

2.6.2 ENGAGEMENT ON VEHICLES
You can only drive-by a vehicle under the following circumstances;
  • If the suspect(s) are/is shooting directly at you whether on foot or pursuing.
  • If the suspect(s) drove over an officer/civilian.
  • If the suspect(s) is/are imposing any threat to the community.
  • If given permissions by Sergeant+.
2.6.3 AERIAL ENNGAGEMENTS
  • The Heavy Air fleet is only deployable by SAPD & SWAT Command. (ASD)
  • The Heavy Air fleet is only deployable for suspects escaping on a boat or a plane or if there's a direct threat of terrorism to the community.
  • Heavy Air shall not open fire on those on foot unless shot at.
